What You’ll Get to Do

As a CACI Maritime Operations Trainer (MOT) you will be located at one of several training sites on the African continent and responsible for supporting Marine Corps Forces Europe and Africa (MARFOREURAF) to plan and execute maritime training with partner forces on the continent of Africa. The MOT delivers full spectrum maritime training support to partner forces through current and customized maritime training, lecture, and exercise in the conduct of military raids, ambushes, tactical planning, operations orders, troop leading procedures, sUAS integration, ISR planning and integration, close quarter battle (CQB), and maritime boarding courses. The MOT will deliver courses in classroom and field environments that focus on the application of practical theory through hands-on exercises and scenario-based practice events. Assigned topics will be presented in accordance with approved MARFOREURAF curricula and programs of instruction (POIs). Upon training completion, trainers will submit written recommendations and an After Actions Review (AAR) for updates or future training requirements to ensure continued MARFOREURAF program execution outcomes are met. The MOT will additionally evaluate students and provide recommendations to MARFOREURAF as to the proficiency of the trained personnel.

More About this Role

This is a 120-180 day rotational position depending on the site requirements.

As a Maritime Operations Trainer, you will collaborate extensively with partner nations and MAREURFORAF to facilitate effective coordination for successful execution of all phases of the training and exercise cycles, including planning, preparation and setup, execution, and recovery. You will provide subject matter expertise on all phases of the training cycle and partner nation’s assigned maritime equipment.

  • Provide embedded oversight and assist with the execution of Advanced Maritime Boarding courses, Tactical Communications Training, ISR Integration and Intelligence Fusion courses, Instructor Development courses, Tactical Swimmer courses, Close Quarter Battle instruction, Small Unit Tactics course, and Maritime Commando courses.
  • Conduct initial assessments and gap analysis of partner nation’s Marine Commandos and Special Boat Squadron’s capabilities and capacity to enable future requirements.
    Assess, refine, and recommend certification of doctrine and develop training materials that train the instructions on current curriculum, individual and collective training tasks that support training objectives, and an updated POI for the Instructor Development Course.
  • Develop tailored SOPs for training execution and scheduling, including a detailed training plan/schedule.
  • Facilitate and lead hotwashes and AARs that provide feedback on how the training objectives were met.
  • At the conclusion of training, facilitate and lead AARs to identify any lessons learned and corrective actions needed and to continuously refine the training materials.
  • Official travel to countries in the AFRICOM area of operation for the purposes of mission support is required, up to one year in duration.

You’ll Bring These Qualifications

  • 10 years as NCO/Officer in combat arms unit with SOF experience (MARSOC, Force Recon, SEAL, Special Forces Group, 75th Ranger Regiment) and additional experience with subject matter expertise in maritime operations preferred.
  • Prior experience working with Partner Nations through the execution of Joint Combined Exchange Training (JCET).
  • Direct experience with the development of maritime Programs of Instruction and maritime curriculum development for Partner Nations.
  • Active SECRET clearance

  • Prior experience working on the African continent, at AFRICOM, or at one of its service components
  • Combat Diver Qualification Course (CDQC), or service component equivalent
  • Scout Swimmer Course, or equivalent
  • Coxswain Course
  • U.S. Army Ranger School, or small unit tactics school service component equivalent
  • Special Forces Advanced Reconnaissance, Target Analysis, and Exploitation Techniques Course (SFARTAETC), or service equivalent
  • Special Forces Intelligence Sergeants Course (18F)/MARSOF Intelligence Course
  • Special Operations Forces Site Exploitation Course (SOFSE), or equivalent
  • French Speaker

More About This Program

In line with the terms of this Contract, depending on position and location, the AFRICOM Operations, Plans and Training Support (AOPTS) Program, may provide for:

  • Living Quarters Allowance (LQA) at State Department rates
  • An Education Benefit for dependent children K-12 at the DoDDS rates
  • Shipment and delivery of Household Goods (HHG) up to 18000 lbs.
  • Shipment and delivery of one privately owned vehicle
  • Overseas relocation travel for the employee and SOFA-approved family members for up to 60 days
  • Relocation lodging and per diem and the 75% rate
  • One rental car and fuel for up to 60 days
  • Transportation fares or mileage during relocation
  • Hazardous/Danger location allowance

The AFRICOM Operations, Plans and Training Support (AOPTS) Program is a Cost-plus-Award Fee Task Order with a Base plus Five Option Years. It was awarded 29 January 2020 under the One Acquisition Solution for Integrated Services (OASIS) – Pool One Contract. The period of performance ends 28 January 2026.

The proposed salary range for this position is:

$70,900 – $148,900
