Project Engineer (Only for locals)

Overall Job Purpose

Responsible for planning, controlling, and performing maintenance related activities and project execution within the scope of the Project Engineering department, in order to ensure the technical assistance to the Offshore Unit Operation and Maintenance, as well as contributing to its availability and the results achievement, established for the business. Support/Attend on suppliers’ contracts, to internal and external clients, audits, and compliance assurance in general. The Project Engineer shall manage the projects by developing clear, logical and workable plans. Coordinate with asset management coordinator, discipline engineers, offshore execution crew, planner, O&M department and other departments.

Core Responsibilities

  • Ensure services provided by the MODEC Engineering & MOC team can be executed & integrated/aligned with O&M & IEP Activity Plans & Priorities.
  • Contribute to the Operation’s results achievement, by analyzing NAM reports issued and acting upon their information, developing Repair Projects for each equipment, and keeping track of its execution, following

International Standards and MODEC’s guidelines and philosophies, and by developing/monitoring/analyzing proper KPIs and meaningful statistics and by setting adequate actions to eliminate gaps, promoting continuous improvement.

  • Coordinate Brownfields modification & planning from engineering to completion and handover, material delivery through to readiness for project execution (including MODEC Sub Contractors Delivery & Fabrication Schedules input)
  • Champion Safety using Risk Identification & Assessment & ALARP i.e. ensure Task Risk Assessments, HAZOP, HAZID, Constructability reviews are completed for the readiness of the work for fabrication, construction, installation and hook-up.
  • Follow up & expedite MOC & Projects Actions Close out.

Develop strong and effective relationships with all Stakeholders for Project Delivery, including client TA approvals & endorsement for MOCs

  • Ensure that the Scope is feasible from the points of view of fabrication, construction, installation, and handed over for operation and maintenance with agreed punch list
  • Facilitate review of engineering work packs, offshore readiness review for construction/installation & schedule risk mitigation i.e. scans, readiness assurance etc.
  • Prepare reports & presentations for project progress meetings & execution readiness reviews. Review of previously completed project Lessons Learned & Incidents for continuous improvement & identify cost saving opportunities & work practice
  • Ensure that all services providers comply with HSSEQ requirements, regulations and client expectations, including Senegal Visa, Work Permits, BOSIET and Permit to Work training. Complete due diligence for service providers to demonstrable record of compliance
  • Plan, manage and control project engineering activities, perform cost estimation/forecast of engineering projects. Provide a input for Budgets & Priorities for FPSO life cycle execution scope of work (5 year plan)
  • Provide proper technical evaluation of possible service providers aiming at their pre-qualification, by developing detailed technical scope of the work to support the Procurement team in the bidding process, as well as evaluating and approving the technical proposals for these tenders. Technically approve contract extensions and be the responsible for the contracted supplier by following the planning, execution and closing of the service and supporting AMCs in the approval of reports and BMs.
  • Contribute to continuous improvement of IMS by following up and filling in projects status and updating and monitoring the implementation of IMS Documents under Project Engineering department’s scope.
  • Contribute to the capture of lessons learnt for future development and improvement of EPCI projects, by properly documenting and elaborating close-out reports on issues related to the Project Engineering department scope of work.

Job Challenges and Problem Solving

  • Coordinate the assigned project to ensure the quality of the deliverables of engineering and procurement, due to the high criticality of the developed projects and the broad scope of work of the engineers in the company, which includes planning activities, dealing with POB limitations, liaising with Supply Chain, Procurement, etc.
  • Collect necessary data from each Offshore Unit for the assigned project, due to lack of accessibility to onboard accurate data, particularly old vessels and dependent on onboard people.
  • Implement actions to reduce the maintenance and operational costs and increase profits, due to the constant challenge of achieving operational excellence, while also delivering positive results for the business.
  • Cost awareness & Identify cost saving opportunities & follow good work practices
  • The incumbent will be required to work with minimal direct supervision and should be pro-active in the improvement of FPSO activities regarding the 90-day plan, staff organization and safety.

Qualifications & Experience

Educational Qualification

Bachelor’s degree of Engineering is required. Postgraduation in areas related to the discipline of expertise is a competitive edge. MBA or equivalent is a competitive edge.

Certifications

As per educational qualification.

  • Trainings: Complies with the Training Matrix and Regulatory and Required by Modec Training Management Procedure, available in the Integrated Management System (IMS).

Relevant Experience

  • 5 -10 experience in the role. Previous experience in oil and gas or equivalent sector is a competitive edge.
  • Experienced in using computer hardware/software tools.
  • Good analytical and problem-solving skills, ability to work with minimal supervision and must be a high self-starter.

Languages

Fluent English is required. Fluent French is required.

Software

Intermediate Office Package knowledge is required. Basic CMMS knowledge (SAP preferred) is expected. Basic MS Project, AutoCAD, Navisworks knowledge is a competitive edge.

Working Conditions

Complies with safety and occupational health conditions for the job position according to the Occupational Health Management Procedure, available in the Integrated Management System (IMS).
