Organization Setting and Reporting
This position is located at the Regional Office for West and Central Africa (ROSEN), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The incumbent will work under the direct supervision of the Representative of the Regional Office for West and Central Africa (ROSEN) and the overall guidance of the Deputy Director, Division for Operations (DO) as well as relevant Services in the Division of Management (DM) at UNOV/UNODC.

Responsibilities

  • Within assigned authority, the Operations Officer and Emergency/Covid-19 Response Coordinator will be responsible for the following specific duties:
  • Strategic Direction of Operations:
    Ensure compliance of operations with UN/UNODC rules, regulations and policies.
  • Coordinate the Regional Office’s annual budget submission as well as activities related to budget and funding.
  • Prepare and coordinate the Risk Register Matrix, Business Continuity Plan (BCP) and support the Representative on UN Management Reform matters in West and Central Africa (WCA).
  • Develop, implement and evaluate assigned programmes/projects; research, analyse and present information gathered from diverse sources, and prepare various written outputs.
  • Coordinate policy development, review the assessments of issues and trends and prepare evaluations or research activities and studies.
  • Manage human resources by coordinating and supervising the work of staff; track and monitor gender balance regional statistics and plan for gender target achievements.
  • Organize resource management-related trainings (finance, human resources and procurement).
  • Lead missions/travel to respective Country/Programme Offices when needed and perform audits, if required, and support UNODC Field Office presences on the ground in identifying possible risks and addressing them in a timely manner.

Emergency/Covid-19 Response Coordination:

  • Act as Emergency/Covid-19 Response Coordinator and take the lead for the UNODC Regional Office for WCA Covid-19 Response actions.
  • Under the relevant ROSEN Management and Accountability Framework (MAF), coordinate and manage the Regional Office support required for the implementation of UNODC’s contributions to emergency operations/programmes related to Covid-19, ensuring the effective input-coordination from other UN Agencies on the ground in WCA.
  • Manage internal and external information flows and reporting on Covid-19 with a focus on policy and programmatic responses co-spearheaded by the UN Resident Coordinator Offices, ROSEN and the 22 Member States covered by ROSEN. Identify needs and gaps.
  • Coordinate actions with the Emergency Operations Centres (EOCs) in the region to ensure information management is up to date and shared, including production of infographics, dashboards and situation reports.
  • Perform other work-related duties as required.

Education

An advanced university degree (Master’s degree or equivalent) in finance, accounting, business administration, management, economics or a related field is required. A first-level university degree in similar fields in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of seven years of progressively responsible professional work experience in project/programme planning, management or monitoring at the national or international level is required.
  • Work experience in one or more of the following areas is required: governance, law enforcement, investigation, police, counterterrorism, drug or crime prevention and control.
  • Work experience in a field office or mission of the United Nations or a similar international organization is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of
  • French is desirable. Knowledge of another United Nations official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.

Special Notice

This position is financed from extra-budgetary resources. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
