Project Officer

IFES seeks a Project Officer, based in Dakar, to support a USAID-funded program that will support elections in Senegal. The Project Officer will work with and under the supervision of the Project Manager to support program implementation and data collection and storage for successful monitoring and evaluation of the program activities. The Officer will also support project reporting and work closely with the Monitoring and Evaluation (M&E) Officer.

This position is a full-time local national employment opportunity and is open only to Senegalese nationals. This position is contingent on funding.

Job Responsibilities

Under the supervision of the Project Manager, the Project Officer will:

  • Provide program operations support, with particular focus on communications, reporting and M&E;
  • Provide input on the design and execution of program activities, including assessments, meetings, workshops, and trainings;
  • Support the design and preparation of training materials and meeting materials;
  • Coordinate the event planning process for program activities;
  • Support the development of communications updates and compelling content for donor updates, social media, and other external communities;
  • Oversee the collection and storage of data for monitoring and evaluation of activities;
  • Support the M&E Officer in coordinating lessons-learned sessions internally and with partners, as needed;
  • Liaise with implementation and community partners, IFES HQ and M&E teams to consolidate data and routinely update the M&E dashboard;
  • Support development of regular program reports including weekly reports, quarterly reports and as well as assessments, white papers and workplans;
  • Ensure that detailed records of program activities are filed on Sharepoint;
  • Support development of IFES materials for IFES visitors and onboarding of new staff;
  • Travel outside of Dakar for project activities, as required;
  • Perform other duties as assigned.

Education and qualifications

  • Bachelor’s Degree in political science, international relations, or related field required; and Master’s Degreepreferred;
  • At least four (4) years of experience working with NGOs; and in the area of democracy and governance with international NGOs preferred;
  • Experience with USAID-funded programs preferred;
  • Demonstrated experience supporting project monitoring, evaluation, and learning preferred;Demonstrated knowledge or interest in election administration, voter and civic education, or gender andinclusion;
  • Excellent communication (written and verbal) and organizational skills;
  • Ability to show initiative, good judgment, and resourcefulness;
  • Ability to remain highly organized while handling multiple tasks under tight deadlines;
  • Proficiency in MS Word, Power Point, Outlook, Excel, and video conferencing platforms.
  • Language skills: Fluency in written and spoken English and French required.

Travel: Travel outside Dakar may be required.
