Background of UNICEF

UNICEF in West and Central Africa has developed eight key results for children in the region. The key results for chil¬dren approach is fully aligned with the Strategic Plan and the specific context of West and Central Africa. It aims to focus attention and resources on accel¬erating results in eight specific areas that are of the upmost importance for child rights in the region. These regional strategic priorities cannot be achieved without multifaceted efforts in attracting and allocating resources, particularly Governments resources, to accelerate progress towards the expect¬ed results in the selected priority areas.

How can you make a difference?

Objectives  

Under the guidance of the Regional Social Policy Adviser, the Social Policy /PF4C consultant is responsible to support the planning and monitoring of Public finance for children (PF4C) work, specifically the costing, investment cases and other budget analytical work, in connection with the key results for children in WCAR.

Main duties and responsibilities of the International Consultancy

Support WCARO and WCAR country offices in strengthening advocacy efforts towards more resources for child related social sectors: the public finance for children work stream

  • Provide hands-on technical support to the region and country offices in implementation of their PF4C action plans. This will include commenting on ToRs, inception reports and draft outputs of the work of the regional and country offices related to:
    • Public Expenditure Reviews (PER), budget analysis and budget briefs to showcase the level of public investment in child related social sectors;
    • Public Expenditure Tracking Surveys (PETS) to assess the efficiency of spending in social sectors
    • Investment cases to demonstrate the economic and social returns of investing in children (gender sector)
    • Fiscal space analysis to find room for increased allocations of public resources to social sectors (Health sector)
  • Monitor and report on the progress of PF4C work in the region, collect and manage knowledge and information on PF4C and public finance reform more generally across the region, including the mapping of country achievements.
  • Support learning for the use of innovative financing mechanisms including blended financing (involving bilateral grants, loans and other funding sources), South-South financing, microfinance models, trust funds, to support affordable local sanitation solutions.
  • Support to the PME & Social protection Network meeting (September 2019), the learning on Public-Private financing mechanism, and the impact bond (with WASH sector).

Improve the efficiency of public expenditure in child related social sectors, including the supports for the development of a partnership with the Parliament organizations, civil society, the World Bank, GIZ, the IMF and other PF4C specialized organization in West and Central Africa region:

  • Work with UNICEF country teams in the region to define the potential of closer engagement with Civil society, and parliament organizations in the region, including the following up of the recommendations for the recent workshop on social accountability
  • Lead discussions with selected UNICEF country teams in the region on the way to reinforce our strategic collaboration with the World Bank, GIZ, the IMF and other key P4FC stakeholders in the region.

Deliverables and Schedules

  1. Based on the mapping of the PF4C analyses in the region, a briefing note on PF4C’s work, including key achievements, partnership and lessons learned is finalized
  2. A preliminary partnership strategy paper on PF4C work in the region is discussed with key stakeholders, including the WB, IMF, AfDB, GIZ, UNDP, etc.
  3. A regional PF4C factsheet highlighting key PF4C trends in West and Central Africa, and policy recommendations is launched.
  4. Based on the existing tools, guidelines for sectoral budget briefs in the region are designed and implemented in selected countries.
  5. The budget analysis report on immunization in 2 selected countries are finalized.

Reporting Requirements

The consultant will be based in the social policy section in WCARO and report to the regional advisor. He will work with country teams and social policy partners to achieve the planned deliverable.

Administrative Issues

The consultants will work under the overall supervision of the Social Policy Regional Advisor.He will be part of WCARO – social policy team and use UNICEF material. During his field missions, he will receive DSA based on UNICEF standards.

Work Type : Consultancy

To qualify as an advocate for every child you will have

  • At least a master’s degree at least in Social Policy and Planning, Economics, Public Economics, Social Sciences, Development Studies, or related field
  • A confirmed professional experience of at least 8 years in social protection / Public finance;
  • An excellent command of French and English
  • Good knowledge of the computer tools (Word, Excel, Power Point);
  • Proficient writing and editorial capacity;
  • A working knowledge on monitoring learning achievements.
  • A good knowledge of the social policy and Public finance for children related work in the region.
